Zenimax charges money (full payment, not 1$) even if you pre-ordered game.

I have pre-ordered Digital Standard Edition with 30 days of game time included

What they say: We require you to choose a subscription option and enter valid payment information. For credit cards, debit cards and PayPal There IS NO CHARGE made until after your included 30 days of game time has expired.

How it really worked for me: After choosing a subcription plan (1 month) and payment method (visa card) i have been charged for full 1 month (this is not $1.00 just to make sure the payment method is valid). Now the best part: according to my account page: "You have 29 days of game time remaining" (not 59).

Summary: They charged money for 1 month, and i still have pre-ordered 30 days. Isn't this a steal?

Well, when I did mine they/or their system shortly afterwards cancelled the payment (which was via paypal) after I logged to check whether it did indeed go through or not. So it's likely they just haven't cancelled the payment you made yet as quickly as they did mine. It's their way of making sure you can afford the sub plan unfortunately.

Not 1$, they have charged full 1 month price without cancelling it later or adding a game time

This is correct. They did NOT charge you. I'm not familiar with the proper terminology, but if you check your account the billing should only be "pending". They did not charge you but checked if your account is valid (imo they should've done so with a penny, in case someone doesn't have the money at the moment). The pending charge should vanish after some days.

I checked my pre-paid cards account and they haven't charged me a cent and my account (this site)says i will be charged on the 4th of May, till then i have 27(26 by now) days to play free of charge.

So not everyone is getting charged after selecting a payment method.
