Horse bug - please help! [SOLVED]

I've encountered a serious bug with mounts, where one of my characters is unable to ride a horse at all. I have 3 characters. The other 2 can ride their mounts just fine, but when I press "H" on the affected character, nothing happens. At most, if he is running, he will slow down for a bit, then nothing. I've confirmed that "H" is bound for mounting, and if I press it inside a house, for instance, I get the message that mounting is not allowed in that location. I've also purchased a different horse, but am unable to mount either one.
I've submitted two tickets about this issue, but haven't received any feedback. Also, I've searched the forums and haven't found any post mentioning a similar problem.
Is anyone able to help? How do I fix this? Right now the character is just parked in Glenumbra, developing crafting skills, since it's just a pain to go out into the wilderness on foot all the time. Any help would be greatly appreciated!
[EDIT] After submitting the bug reports and posting this topic I submitted an in-game help request and got an answer almost immediately. If anyone else has this issue, just use /stuck to kill your character and revive at the nearest wayshrine. Horse summoning works after that.
