In the Ask Me Anything hosted slightly before launch on Reddit, Nick Konkle - When asked why Carnage does not affect ranged attacks - Stated that it was a bug, and that it would be rectified by launch. Launch has come and gone, and there has since been no indication that Carnage will be changed to affect all Physical attacks.
