armour skill passives dont seem to work

Hi all, is anyone else experiencing this.
On all my characters no matter what points I put into my armour passives, I.e. for regen of mag/health/stam. My actual regen stats never change.
I remember in beta they did change, and my friends notice them change.

Am I bugged?
