Explorer's Pack and Imperial Edition Issues

So, going back a couple of months; I preordered the physical Imperial Edition from Best Buy. I received my codes for 5-day Early Access and the Imperial Edition, all was fine. I redeemed both.....
Now, on March 30th, everything went great, I got my Imperial horse, Imperial race, the ability to convert gear to the Imperial style, the beta monkey pet, the Pledge of Mara, and I could play any race on any faction, but I had no Scuttler nor any of the treasure maps from the Explorer's Pack. I then read at the link just below this paragraph that on April 4th when I received the Imperial Edition box I would use the codes in there to fully unlock the Imperial Edition/Explorer's Pack digital contents:

Now it is April 4th, yesterday, I go and pick up my physical Imperial Edition from Best Buy. Everything in it is wonderful, I am happy, all of that business. I then go to the computer with the codeslip to redeem my codes and unlock the full digital content, I open up the "Redeem" part of my account page and type in first the Imperial Edition code..... I get a pop up when I try to enter it, "You require the Elder Scrolls Online", as if I hadn't bought the game. I then tried the Explorer's Pack code, same thing, "You require the Elder Scrolls Online".

And that has been the situation since, I do not have the mudcrab pet from the Imperial Edition, and I have only the "Play any race on any faction" bonus from the Explorer's Pack.

I sent a ticket to Customer Support yesterday and am awaiting an answer from them about this issue. Has anybody else had the same problem? And does anybody have any clue as to
why my codes are seemingly "invalid"?

    There should be two slips with code on - one gives you the game - on my UK edition it's on the leaflet with the game controls in. You add imperial/Explorers after that i think

    You have to redeem the game registration code first. The other two codes will not go in unless you have done that.

    You have to enter a total of 3 codes for the Imperial Edition:

    1) The game code. This creates a standard ESO account. The Imperial Edition is not a game code, it is an *upgrade* to the standard account.
    2) The Imperial Edition code. This upgrades a standard account to Imperial Edition.
    3) The Explorer's Pack. This just adds that stuff.

    I think they could've been a little bit clearer with the documentation, but still, I didn't find it that confusing.

    Wow, I never even looked (or thought of) on the back of that pamphlet, thank you everybody!!!! :D That explains everything.
    I will have to look more carefully in the future with these things.
