Why can't two ESO+ account gift to each other at ESO+ price?

This is outrageous. We're both subscribers but when my partner tries to send me a gift, he has to pay full price regardless. If we are both ESO+ members why can't we gift each other Crown Store items at ESO+ price? This is a annoyingly cheap and lazy implementation from ZOS that is just greedily encouraging further Crown purchase. This is outrageous.
