Need help with egrogious behavior that seems to be nothing done about

So for a little background, I have sent in over an hour of video of someone thinking it's hilarious day to grief day in and day out on players with mudballs and mount spam in a social area, then they clearly took some kind of liking to me, I am clearly being targeted at times and yet I get an email back regarding that there is nothing breaking ZOS TOS multiple times, at this point I'm pretty sure a few people are involved in on it in a guild. I can repost the youtube links for anyone who doesn't believe me.
At this point, is there anyway I can get a refund for this game and all the content I have put on it? I almost have a guild at 400 members and this kind of moderation is disgusting and I'd rather just cut my ties with the game instead of supporting whatever this is.
