I've informed ZOS/ESO with broken quests. Before I contact them, I already do their recommendation of abandoning the quest, logging out and waiting 10 minutes.
Instead of a somewhat cookie cutter response, maybe start a forum regarding which quests are bugged?
For now, I have Blessings of the Eight and Banishing the Banished.
