need help with launcher and missing files

I installed Teso from disc launcher get stuck saying loading been contact with tech support nothing worked of yet but one thing found I am missing My Documents/The Elder Scrolls Online/Live mite anyone be able to help I post screenshot what launcher stuck on if that helps ty anyone can help me

Try running as administrator first - right click the icon.
