Assistant not selling the Passion Dancer Blossom pet fragments? [EDIT: Addressed by devs elsewhere]

[EDIT: Devs have noted that these items weren't meant to be excluded and will arrive on Feb 3.]
According to the event announcement, Philus Dormier should have the fragments to make the Passion Dancer pet, but he doesn't:
What am I missing? Dormier does sell the fragments to morph the pet, but not the collectibles to make the pet.
