PC N/A Issues

I am having a number of issues with the PC N/A server.
The first issue is terrain rendering in Cyrodiil. While mounted and traveling from one point to another the ground will stop rendering and my character will just be moving in place until it finishes. This can sometimes take up to 15 seconds.
Another issue I an having is a high ping and latency in Cyrodiil. Since the newest Vengeance both have been extremely high.
I have also been getting disconnected during character log in. Each time I switch from one character to another I get disconnect. A splash screen will appear saying I may have corrupt files and that I should run the repair tool. If having corrupt files is the problem these issues would have started a long time ago, but instead within the past few days.
A few moments ago I tried to log back and noticed my character menu is showing my character back in my home. According to that it is not where I left him.
Something very strange is going on.

There is an issue on PC EU currently that they are looking in to.
I haven't had issues in Cyro on PCNA at all.
I did have issues on PC EU logging in and zoning...not even related to Cyro.1 -

At this point I always assume it's a DDoS if it's latency or latency related crashes. And it usually comes out that I'm correct in my assumption.
