What happened to selling Mistral`s Cloth

Got a Minstral`s cloth today only to find that now it`s bound, I was able to sell them before.

Did it come out of a reward coffer or a grab bag? The grab bag contents are bound.

I don`t recall but there is two different drops? One is bound and the other is not? All I did was the daily writs to get the golden anniversary box and one Master writ to get the Class scrap.
