I know aetheric cipher can, but never heard anyone getting the ap boost recipes from anniversary event.

Technically your answer is correct. The Lost Thesis is not a recipe but an upgrade to the +100% PvP recipe. Still, it doesn't drop from this event.

Fingers crossed for the next year's event then. I am really looking for another source for this recipe.

During last MYM I spent a decent time walking around Cyrodiil, in all three Alliances' lands trying to find the Thesis and no luck.

The drop chance is abysmal!

It drops from battleground rewards, not in cyrodiil.

In Cyrodiil you can just find the 50% wartorte recipe.

My apologies, I misread. I confused the Thesis for the Dissertation :P
