My guess is Black Marsh as an adventure zone ala Craglorn.

Murkmire was originally going to be a zone a bit like Craglorn. It'd be interesting to have another zone with higher challenges like good ol' Craggy.

No hit currently, sooo maybe it'll be a brand-new place? That Jubilee cake above is very telling.

Also 15th anniversary of Skyrim probably means Whiterun hold and Riverwood next year as that would have the most recognizability for Skyrim fans (even though I'd much rather explore the Pale and Winterhold, but we'll seeeee).

It must be. I'm guessing an island south of the continent. Or maybe it's that southwestern corner of Black Marsh. There's a city there called Soulrest, but I don't think that the region had a name. Given its location on Topal Bay, it probably the easiest place in Black Marsh for High and maybe Wood Elves to settle. After all, the Carnaval picture show a mixture of architecture from pre-Duskfall masonry, southern Black Marsh timber and Auridon. I'm not sure if there are also some greenspoken trees.

Although now the OP mentions it, I kind of wish that Cyrodiil pastiched Brazil.

looks like the top portion is related to the new Worm Cult stuff
bottom decorations are clearly palm trees and tropical flowers

I'm not sure what to make of the overall structure of the cake.
