For those of you that have NOT done this, please try going to your local install location, and finding this folder "The Elder Scrolls Online\game\client". Specifically, you want eso.exe. I couldn't tell you the default location as I changed mine personally. Launching that file avoided the complete re-download of the game you might be experiencing.
As shown above, please try this first, as some have reported repairing completely rewrites the directory and forces a re-download of the ENTIRE 23gb client.

I hope other threads have something for you to fix that then. I was just able to log in on my character with no issues by using the exe although the launcher was requesting that I re-download the entire 23gb client.

jordiincraasSoul Shrivenmy launcher only says "play" I click and it spins for a sec then nothing. Goes from green to grey back to green. And it does this no matter how many times I click it.

=( that sounds unrelated, but I could be wrong. I wish this had fixed it for you, but my original problem was "hey, re-download the entire game", which thankfully this shortcut prevented my side. I hope you don't have to repair as its shown to possibly leading to a full re-download of the game. If I can find anything on the forums related to your issue i'll message you directly.

During BETA, the same issue existed during 1 weekend in which I played. I did the "ESO.exe" direct launch (bypassing the launcher). This did allow me to play for a few hours. However, I went ahead and re-DL'd the game in the background, noting that I seemed to be getting some errors with the bypassed game. Upon getting everything sorted out & getting into the actual game, ALL of the progress I made using the bypass was gone, as though I hadn't played at all.
