I'm not using any graphical add-ons so I'm not sure what else to check. All my other video settings are maxed, any ideas?

Before that update, did you do any changes to the High DPI compatibility in the launcher executble file? If so, go back to the original settings (box unchecked).
@aranarthov
In Explorer or on the Start menu, right-click the ESO Launcher, select Properties, select the Compatibility tab, and then go to the Disable display scaling on high DPI settings check box.
