I stopped using ATI years ago. Sadly they fell far behind on drivers somewhere around 2005 roughly. I am absolutely not prone to fangirl posts, but I will say that I, sadly, must recommend everybody use Nvidia these days for the sake of sanity. I absolutely believe your issues are driver related, and that the hardware components of your GPU should be able to function better than they are.
ATI Drivers definitely don't suck, since about 4 years AMD has taken over the GPU market with reliable product´s that are at least as strong as those of Nvidia, but demand less power and break less.

Hopefully somebody else comes in with a magical solution to ATI related problems. In the meantime, I would suggest pursuing a refund and buying an NVidia card. I despise monopolies, but Intel/Nvidia have one at the moment.

ATI has never been able to compete with Nvidia in terms of raw power. They cant even compete in price anymore, their high end flagship GPU's are worse than a cheaper, faster GTX 780.
