Poison still ok for stam NB in Cyro?

“Poisoned (nerfed): Reduced the damage by -30% per tick, duration reduced, damage scales like execute with 100% bonus depending on the health of the target.”

What does that mean?

Have always enjoyed my snipe build in Cyro, but can it still be tweaked to be meta in U41?

Any good online resources that have done theorycrafting on which stam (or magicka) NB build is good in Cyro U41?

A snipe build will never really be meta though it can preform decently in certain cases (2vX). My youtube has lots of resources for Magicka Nightblade for this update with will eventually add Stamblade stuff.
