Resource Farming - Are nodes level based?

So, I'm lvl 7. I've been going around exploring, gathering stuff, crafting and finding shards.

I was fine for a while...then I went into Shadowfen....no wood nodes, only ore was some ore that starts with an "O", no new herbs (only ones I had gotten before.

Are things not appearing because the resource nodes are level based? I ran all over getting all 9 above ground shards in the zone and saw no wood at all, and only those 3 "O" name ore points.

This is all experiences from past beta

Nodes are zone based, not level based
There is also a chance to get higher tier node then zone your in

Alchemy -there are 18 plants total, 12 are avible right from the start.
i was able to colect remaining 6 in Dashaan (in Beta)
So most likely -no need herbs cos there is very limited number of plants

Metal -Orichalc is a metal node for Shadowfen (you can also get it from Dashaan at rare node spawn)

Wood - there are tons of Birch and Oak nodes in Dashaan and i guess same is going to happend in Shadowfen.
How high your Keen Eye was? maybe they all submerged in swamp -so you not seeing them

Ok, I wasn't sure if it was the ore in SF or not. I saw no wood at all, but that could be chance. I know I have ore and plant keen eye, but I don't think I have it in wood yet. I'll check when we go back up.

You can harvest mats in cyrodill, which are the level 50 type mats.

BTW, I've noticed that most resource types are HARDER to see in the higher level zones. They are smaller or have more muted colours, don't stand out as much against the background; usually also in well-hidden corners or behind trees etc. The Keen Eye skill is not really necessary in the L5-15 zones (although very helpful at night), but is pretty important in higher level zones.

Alchemy ingredients & chanting runes can be found anywhere. Cloth, wood & ore are tiered depending on your zone. At VR1, we regularly go back to Bal Foyen to grab runes before making set pieces.
