Can't get Psijic quests as NPCs missiong
I am returning after several years and decided to level Psiijic but don't seem to be able to. Unfortunately I don't remember what I did on this character back then.
1/ I have the Psijic skill line but at level 1 with 0 exp.
2/ Both the Summerset and Artaeum maps are close to completion.
3/ The only Summerset quest in my journal is The Abyssal Cabal
4/ No sign of any quest givers in Shimmerene or of Loremaster Celarus in Arteum
5/ A few days ago I abandoned some quests as my log was full. It is POSSIBLE one of the was the Queens Decree.
6/ I found a possibly similar thread from a few years ago, https://forums.elderscrollsonline.com/en/discussion/477952/the-queens-decree-npc-doesnt-show-up-after-abandoning-the-quest
7/ I do have progress on another character in the Psijic Line
8/ I'm on EU PC
