The problem with siege stacking is as soon as one of them gets used it would not stack with the other unused ones.
I think that’s why it hasn’t been implemented, you could have a full inventory and place some siege and then not be able to put them back in your inventory.

When you pull a Siege Weapon out and activate it, it could be a different item you pick back up.
For example,
“Used” Coldfire Ballista at 66-99%
“Damaged” Coldfire Ballista at 33-65%
“Broken” Coldfire Ballista at 1-32%
This would allow the Siege weapons to be stackable by category, while still respecting the damage done to them.

Not sure that would work. A siege weapon at 33% is different than one at 34%. I wouldn't mind seeing siege weapons at 100% stacking in either the bank or storage chests. You would need to plan ahead a bit and put some in inventory before heading out to battle. Once their condition goes down any they would no longer be stackable.
