Skill not firing after dismounting or being dismounted?

I'm not sure what the purpose of this new feature is supposed to be but dying in pvp or pve after dismounting or being dismounted because skills won't work is not fun. did someone read a patch note about this that i missed about what this new feature is for?

    This is a bug that has existed for some time now, at least since CP2.0 came out.

    It is happening more frequently now, especially in Cyro in an empty campaign.

    Imagine fighting enemies while riding a mount. That will fix the issue.
