I think a ZOS developer replied to a prior thread about this a long while ago. If I remember correctly they said that old cosmetics were added to the game with gender restrictions because that was the design philosophy of the early development team.
However, that's changed in recent years and all new cosmetics can be worn by either gender. So this isn't something that happens anymore, and is only seen with old cosmetics.
It might be tempting to say that they should just go back to those old cosmetics and just enable the male version of them, but it's not quite that easy. They'd have to re-model the mesh so it fits on the male models of each race, as well as a host of other things I can't even think of right now. So doing that would take precious development time that could be spent elsewhere.
But some new ones are still very dimorphic. The baker’s costume for male characters has pants, while the version for female characters has a long dress or skirt. “Women belong in dresses” is not a message that belongs in today’s world. With two versions of the costume like this, we should have access to both. I understand it may be a bit different with tops, since the rating boards of various countries clearly treat male and female exposure above the waist differently than pants vs dresses/skirts, but I don’t see a justifiable reason to keep female characters from wearing pants.
No, wouldn't fit the lore of Elder Scrolls very well. That's all there is to it. You don't see men with flower crowns or tiaras in the universe of the Elder Scrolls, any in dresses are likely mad due to Sheogorath.

Also playing into "madness" makes sense when we have Sheogorath in the games and lore, so you more or less just gave an excuse for wearing the opposite clothing.
