Crimson Oath doesn't proc anymore on NB's dark cloak

Despite the description of the ability and the set, the latter doesn't proc anymore since U39.

So the skill was changed with U39. The buff is now granted for slotting the skill in either bar rather than upon casting. See patch note below:

Does it proc the set from the Major Resolve passive you get when you activate it?
