Companions use "Bulwark" only with S&B

The description says that there are only 3 conditions for this skill: 5 pieces of heavy armour, 75%hp or less and fighting difficult monster. I tested it in veteran Banished Cells with Bastian and Azandar on first boss. Both of them use this skill under 75%hp and only with sword and shield equipped. With ice staff or restro staff they refuses to use Bulwark. Between *** i changed only weapon types. Equipped armour (7 pieces heavy) and target boss were always the same
