Are all these years still don't understand this stealth "bug"

You're doing some thievery, sneaking around pick pocketing people. You sneak up to an NPC with NO NPC's facing you, the eye starts to close....closes...goes to HIDDEN..AND BAM..wide open and DETECTED...then starts to close..closes..HID-..DETECTED, and just repeats. Is this a bug or just the game being wonky? Every time it happens I look around and no NPC Man, Mer or Beast is looking in my direction, not even a side glance, I just squat there, crouched and the Hidden/Detected icon cycles back and forth.

I thought "Oh..well I'm 'sneaking' on a character wearing Heavy Armor" so I swap to Medium...and same as before [With maxed Medium armor, Thieves Guild and Legerdemain. Not every time, but enough to bring about a heavy sigh.

Anyone else know what I'm talking about?

    First time playing a rogue in Elder Scrolls Online? Medium armor passives are where it's at if you're looking to be sneaky.

    Well Medium has the Sneak cost reduction and detection reduction so no :P

    I brazenly do it while caught and don't care, but I do all my thievery before I log out for the day so the next time I log in it has already decayed to nothing.

    What armor sets are you using? I run (3) Night Terror, (4) Darloc Brae, and (5) Night Mother. Combine that with the Khajiit passives and the CP for reduced detection range and I very rarely get seen by anyone, including guards! That being said, I've experienced what you're referring to and for the life of me I can never figure out who is seeing me so I either eat the bounty or just move on!

    Pick pocketing it's not too frustrating, but when I'm trying to lockpick a Safebox and the owner of the shop has his/her back to me and it keeps cycling hidden/detected..thats when its like "Ahh!"

    Are there chickens or other owned animals nearby? They're notorious for turning in would-be-thieves in Skyrim of the fourth era. Wouldn't be surprised if those in the second era also have a penchant for the same.
