Active quests always default to or switch to Main Quest now?

The active quests used to be the latest one taken, and was convenient when crafting or doing dailies. Now every time I take a new quest, it defaults to the Main Quest. This is annoying for me as I do not wish to have every single one of my alts go through Coldharbor. I have one Vestige character, and the others are heroes in their own stories in different places in Tamriel. While I understand this might mitigate new players being confused because they will be directed to the Main Quest, having this behavior for all alts is not helpful for those of us who just want to work on whatever quest we just accepted. It's an extra step to click through and make dalies and crafting quests the active ones now.
I think the new player problem would be mitigated if the very first character a new account creates gets dumped into Coldharbor. Why that was changed to the new Tutorial and not reverted back to Coldharbor when ZOS decided to stop making new tutorial zones is beyond me. This new solution is just not working for our alts.
