A Chance for Peace - Still bugged after almost a year

I know there is another thread about this in the Bug Reports section, but I the devs to potential see this again and maybe get it fixed in the patch notes.
After nearly a year, the Diplomat's Ansei Deck Fragment that is unlocked from completing the quest "A Chance for Peace" is still bugged and is not granting the fragment. Numerous players across all platforms are experiencing this issue.
Can we PLEASE have someone look into this before we add another Tribute deck?
