Stormweaver's Cavort Mythic not working correctly

As the title states, this mythic is not properly consuming magika on block. I've noticed that this happens when an Ice staff is equipped or if a sword and shield is equipped, but it kinda makes the entire mythic useless unless every component of the mythic is actually working.
