New player help please, can’t look up/down turn left/right without freezing.

Started playing a couple of weeks ago and the game set me up on ultra. Everything ran perfectly and I really enjoyed playing. The other day I signed off as normal but then when I signed back in the next day I had a real problem :( the game became unplayable. If I stay still or move in a straight line everything looks good. If I then look up/down or left/right then everything freezes for a split second then jerks to the new view.
I’ve tested with Fullscreen, Windowed and Windowed (fullscreen), make no difference.
I tried setting it down as far as Low, no differernce. Thought it might be a problem with my mouse, nope same with different ones. I have no problems with the internet or with any other program that uses the internet.

Hope someone can point me to a solution. Otherwise I’ll have to abandon this game.

    do you have your FPS and latency enabled? that might help too

    based on what you were saying when you started a few weeks ago everything worked fine, but now it doesnt, it might be a good idea to maybe check graphics drivers, or make sure there is no issue with your graphics card

    i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

    There is nothing wrong with drivers everything checked and is upto date, also nothing wrong with graphics card, I also do a lot of other graphical work on the computer and would very quickly notice anything amiss.

    Yes have both FPS and Latency enabled that is how I know it is jumping around all over the place when ever I turn.

    if latency is all over the place, that might just be the EU server, which is due to have its hardware replaced soonish (i think their plan is within the next month)

    if your frame rate is tanking, thats usually an indication of something going on with your system not being able to render the game properly

    Yes... but i was playing with everyting maxed out then loged out and the next day logged back in and the problem started.
    Even on the character selection screen trying to turn the avitar it is jurky, also even in the free empty inn room the same problem, it seems unlikely given that, that it's because my rig can't render the game.

    Last night reinstalled the game. Still the same problem :(

    Went to a very crowded spot, lots of other players, as long as I ran/walked in a straight line everything renders great... look up/down or try to turn left/right everything freezes for a split second then jurks to the new direction with little to no control of how much that actually is.
    I'm sure I can't be the first player to have this problem, someone must know what is the cause, and how to fix it.

    Okay in case anyone else is interested...

    After a fair bit of help from ESO Support the problem turned out to being caused by my Windows Profile being damaged. Eventually managed to fix that and now back playing the game. Thank you support staff :)
