Dreugh Waters WB not spawning - PC/NA

Me and a couple of friends have noticed that the Dreugh Waters world boss in Stormhaven hasn't been spawning for us at all for at least a week now. We've spent up to 30 minutes at a time waiting for it to show and no luck. There's never a body around either, to show it was even there at all. We've also been noticing groups of players, mostly low level, congregating around where it should spawn and waiting, so it doesn't seem to just be us, either. One of my friends also still needs the achievement for it, being the last of the non-DLC world bosses she hasn't cleared yet for that reason, and we've been checking for about a week now.
I suppose it's possible we've just been unlucky, but I feel like if it doesn't spawn within 30 minutes of waiting there's likely some kind of issue there. A quick google search would seem to indicate this has been a recurring issue in the past on multiple platforms, as well, though this is the first time I've noticed it myself.
