This set once gave Tanks a way to deal damage. It should scale like other Heavy Proc sets. Explosive Rebuke and Morihaus are both Direct Damage Procs which have Resistance Scaling. I probably procced Doylemish in PvP more than any other player on my server so don't bother with the "tanks shouldn't be able to deal damage", we all know you've hardly seen any of the Heavy procs in your recap since before Proc Scaling.
Before Proc Scaling, this set was a nice thing to keep in a PvE Pug Tank's inventory for when you got a group with abysmally low damage.
Right now, I'm not sure this set is relevant for anything. It doesn't scale well enough for PvE Tanks to use, and landing it in PvP has only gotten more difficult as speed has increased, Slippery was added, stealth stun was changed, etc. On top of that with the changes to Empower and Molten Armaments (which I think are mostly good changes), using Melee Heavy Attacks for dealing damage is probably less relevant than ever before in PvP. On top of all that, plenty of other Direct Damage proc sets with Weapon/Spell Damage scaling which are easier to land have much higher tooltips.
So, restore this set to its original purpose: a way for Tanks to deal damage, in both PvE and PvP.
