Were Sneak Attacks Ever Fixed?

Just like the title says. A while back ZOS lowered the crit damage cap and it had a drastic impact on nightblade sneak attacks. I just want to know if they ever acknowledged whether it was an issue or intended and if it was ever fixed it it was an issue. I tried searching the forums for it but the most recent post I could find about it was that it was still an issue back in January.
