Can't get Ancient Anchor Berth via quiest

I have 2 accounts. This one got the house without a hitch (same as for all the other free houses I have.) Get the quest from the Crown Store, talk to NPC, get house. One my second account which also has several free hosues it doesn't work. Get quest from Crown store, talk to NPC and complete conversation, house still shows preview and you can't get the quest again.
