Are some base game world bosses bugged now?

My friend and I, who also share a guild together, decided this event would be a great time to help clear her maps of random world bosses she hadn't defeated yet. So, we did all 6 in Alik'r Desert, then decided to do Stormhaven next (though I did warn her in advance one was probably gonna be hard to load/get to do because of lead-hunting). We were saving that one for last and instead started on some of the others... but literally had the train stop/derail when we got to Dreugh Waters.

We both, as well as several other players, literally hung around for 15-20 minutes waiting for the boss to spawn and it never did. We logged off for a while and went out in life to do other things. When she logged back in later, she said she hung around for a bit again with other players and the boss still never spawned. People just eventually gave up and left.

Has anyone else been experiencing this with Dreugh Waters (or any other boss not in the new map - I know those are almost always buggy at launch)?
