This is correct. Being it is a supply chain issue the timeline is based on things outside of the control Zenimax has. So they are not able to set a timeline.
The best they can do is say when they hope it will be done but that will be used against them if the necessary parts do not come in before then. As such it is best for Zenimax to avoid such pitfalls.
This might be copium, but ZOS announced the weekly battleground events for update 35, so the next update, which was likely delayed due to the server hardware delay. That they have announced it now sounds like they expect to be done with the EU PC hardware upgrade refresh around the same time.
Of course all of that is pure speculation and there has been nothing officially announced as there might be more delays because some of the hardware could be defect or something. But based on that, my guess is at some point within the next three months.
