I got a gear piece from Mark of the Pariah (Valorous Pauldrons) for completing tithe quest

Is that supposed to happen?

It's the standard quest reward. Probably unintended, like the quests that give a Nikulas' Heavy Armor or an Essence Thief item. I believe there was another one that gives a set item from a different zone. One of them even is a level 50 (no CP!) item.

Just seems strange since it’s a new zone and has a piece from a dlc.

We reported this when the zone had just launched and Kevin confirmed that it was not in fact a bug. So these weird non-zone quest rewards are actually working as intended.
