The Ascendant Storm: Find High King Emeric

I was doing "The Ascendant Storm" quest. Once I reached the All Flags Islet and met with the Skald-King's Son, I went down to the "All Flags West Dock". The quest said to find High King Emeric, to which I ignored the enemies on the dock the left and entered the door to my right where the Quest Marker was. High King Emeric wasn't there, but some enemies engulfed in a lightning ball were. I slayed the enemies and nothing happened. I then go back outside to kill the enemies thinking it'd trigger something, and it did. The quest updated from finding High King Emeric to destroying the boats like the Skald-King's son originally wanted to with the ballista up top.
After killing all enemies and destroying the ships, the quest updates to finding High King Emeric. I enter the door and he's there waiting for me now, but only has one piece of dialogue. The quest doesn't update at all, regardless of what's done. I've relogged, as well as abandoned the quest and redid it twice so far.
When abandoning the quest and picking it back up, you'll have to do everything over again up until making it to the All Flags Islet. Once making it to the All Flags Islet, the quest updates to find High King Emeric. The instance is NOT reset, even after abandoning the quest and redoing everything. No enemies are present, you don't need to find Queen Ayrenn, etc.
If anyone knows a fix to this bug, please let me know. Otherwise, I hope it gets fixed soon so I can finish the story

Auroan✭✭✭Just a heads up, I abandoned the quest and tried yet again, but before picking up the quest, I ported to the All Flag Islets in its normal state (not the story instanced version) first, killed a mob, and then even switched between Normal and Veteran difficulties. The story instance fully reset itself and the quest updated properly, asking me to clear the docks first, to which I did, and everything proceeded normally."And the Scrolls have foretold, of black wings in the cold,That when brothers wage war come unfurled!Alduin, Bane of Kings, ancient shadow unbound,With a hunger to swallow the world!"60k Achievement Point Club0

I got to the same point, went back to the harbour then back to the battlements and the Emeric's dialogue triggered so I jumped into the courtyard and did the last two scenes while being hit with the artillery. lol.
This mission may need some love.0
