Apparently you can, I've been told they give refunds all the time. You can't retrospectively get refunds for things where the use you were getting from them at the time has now been superseded by more recent developments.

I have two unwanted accounts, ZoS could give me compensation or delete the accounts.
Well I may be the first or like most(or everybody who's answered) I'll get nada. To me it's worth a try, I could even be one statement from having all three taken from me.SainguinKrist wrote: »if someone told you they successfully refunded an account that old that they had been actively using, they were lying to you. I only know this, because way back when, I did Exactly this. You auto-start in the Wailing prison. I found out you could Stay in the combat area and level up some. But my inventory got filled and there was stuff I wanted to hang on to. So I made a second account and mailed stuff to it since you could not mail to other characters on your same account (I tried). It cost me $0.00 since I did not get ESO+ for the Alt account.
So you are owed .... $0.00
How do you want the check to be made out?

It feels like this thread was necro'd, yet strangely it wasn't.
