NPCs (Adventurers, scholars) we never see again, why ?

I started a Stamina Warden Female Orsimer (Eu server) a few days ago and made her go to Wrothgar right off the bat (too bad the Keyright Gallery won't offer it to us, maybe someday. I consider "Orsinium" the first chapter and not a simple DLC - same thing should be said about "Thieves Guild" and "Dark Botherhood", and maybe "Murkmire". "Clockwork City" doesn't count as it is part of the Daedric Wars and "Imperial City" is part of Cyrodiil) .
For the first time in 8 years I started taking notes of the NPCs I encounter.Across the game we often meet Rigurt the Brash, the Vanos siblings, Neramo, Narsis Dren (with a different assistant everytime - wonder why
), Lady Clarisse and Stibons (she's in love with him but doesn't want to admit it 
).
But we never saw again the adventurers couple of Meram Farr and Bardun nor do we meet again the scholars Sharela and Lozruth.
I think we should. Since I started Laggat Ghasar's story on Turdas 26 Heartfire 2e581, I still have 180 days before I meet the Prophet. I am currently at the door of Paragon's Remembrance.
That being said I think we should meet these NPCs again in further DLCs/Chapters. And any others 1 quest NPCs.
What do you think ?

During the afternoon of Loredas, 6 Sun’s Dawn 2e578 a big piece of Aetherius fell to Nirn. It was the first major piece of Aetherius to fall on Nirn in more than five hundred years. It scattered around the world as millions of shards. It was rapidly documented by Lady Cinnabar of Taneth in her pamphlet Aetherial Fragments that "... when three shards meet, they re-form into a silvery prism by unknown process and confer the power unlocked by the merger to a nearby being." The Order of the Black Worm, commonly known as the Worm Cult, reappeared in Tamriel shortly thereafter and some of its members are avidly searching said shards.
In the last week of First Seed 2e579, an arcane explosion occurred in the Imperial City — a night of storms, and trembling terrain. They named it the "Soulburst". That day Emperor Varen Aquilarios disappeared without a trace. His wife, Clivia Tharn, ascended to the Ruby Throne as Empress Regent under the guidance of the Necromancer Mannimarco. Ushering a time of increased instability within the Empire of Cyrodiil which finally grew into “The Three Banners War”.

✭✭Contrary to some, I do like recurring NPCs, though they probably shouldn't pop up in every single DLC or chapter. I do enjoy them when I see some of them again though. I also don't mind the 5 companions as much as others do, though I think they should just make Varen as the sacrificed one canon and maybe tweak that part of the main quest since our choice doesn't matter anymore. One of my favorite one offs, Revus Demnevanni from Morrowind, did get a second showing in Blackwood, so it's possible for anyone to come back.HEARTHLIGHT - A guild for housing enthusiasts! opaj✭✭✭✭✭It'd be nice if more of the returning characters were some of the more obscure, like you suggest. Meram and Bardun are an interesting example -- their dialogue gives an impression that the two have a long and fascinating relationship, but we're never privvy to that. And while I think revealing what's up with these two could ruin the mystique, I'd still love to see more of them.0
