Blocking and being hit with Aurora javelin causes inability to use skills

In PvP Aurora javelin causes abilities to not work. If I'm blocking and someone hits me with javelin and knocks me back I can no longer activate any weapons or skills until I die and it resets. I have used this myself on enemy players and was wondering why they were just standing there and gave up. Thought maybe it was a lag issue but it's not a lag issue
