Bug with changing certain game setting

I've been experiencing an issue with the "Ability bar timer" setting.
The setting keeps reverting to "ON".
It happens when i restart my game, when the game loads or when i enter a new area.
This is the only setting where i'm having issues with.
I don't think it's a read/write issue, since all my other settings are working as intended.
I have tried running the game as an admin, running the game without addons and I have check all the nessecary files to not be set to "read only".
