Skyshard achievements

my husband completed tamriel skyshard hunter achievement, but not because he got all the skyshards on one toon. It's across multiple toons. I thought skyshard achieves were tracked by toon still? I didn't believe him so i made him show me. He got the achieve (and dye) on a toon that hadn't collected hardly any skyshards personally. Is this working as intended? Cause tamriel sky shard hunter just got a lot easier

    It's working as intented: skill points are accounted per char, achievements/titles are tracked account wide.
    A lot of titles and achievements are now easier to get due to how they're accounted.

    Kind of annoying for those of us who like to put the work in for each character to earn this stuff, huh?
