Fossilize grayed out against non-immune targets

There are still random (?) incidents where Fossilize remains grayed out and unusable against non-immune player targets. Other stuns such as Leap and the chain pull will function normally and even "reset" the Fossilize glitch, allowing it to once again work normally once their immunity wears off. Ticket was submitted through the in-game system as well.
