I do wish both public dungeons and the other dungeons would properly show (in the default game) if you got the skill points achievement already. Missing that is frustrating.

It's tied to quest completion which is character specific.

for the 2 part dungeons, it will only show as white on the map if you completed both parts dungeon quests (i have a few toons which have finished say BC1 but not BC2 and it still shows black on the map for that toon)
i personally use urich's skill point finder to track earned skill pts on toons (dungeon/public dungeon completions)

You're right about the 2 part. For some reason I have a memory of seeing Wayrest as gray - in between black and white - on a character that had only done 1 of the 2 versions. I don't know if that was an addon I no longer have, or just a failure of my memory. Currently for me they are showing black until both parts are done, with no way from the map to know if you've already done one or the other.
