Did you make a ticket for that ?
I just got the Bruma Dolmen achievement a few weeks ago during the Mayhem festival, so guessing it's a bug with your account and a ticket would be the best option. For what it's worth, my character is AD, I was in the Ravenwatch (Standard, No CP) instance and AD controlled Bruma when the dolmen popped and there were several other AD players doing the fight also.Last time i spoke about it on the forums, people mainly pointed me thinking i was doing wrong. So no. I decided to push the test.
I guess i can post a ticket now. As of today, still no bruma lol

I did mayhem with 3 AD characters completed all. And even during this time it never popped up for me.
I captured bruma town so may times since all this time, even 4 times yesterday and we had all the map from 5am est to 5 pm est. And though nothing for me.

There is supposed to be an issue with only one dolmen being active in Cyrodiil now. If another one is active and you go to the Bruma one it will not activate until the previous one is cleared. You can see them active on the map at the wayshrine in and out of Cyrodiil.

I have done Bruma dolmens recently, perhaps in the last 2 or 3 months, just when defending Bruma and the dolmen becomes active because of the players being there.
I hope you are able to get resolution on this, I know it would drive me insane.
EDIT: Hey @Lauranae I just thought if something, have you tried a different campaign or were all your attempts on the same one? Perhaps there is something bugged about the one you were on.

as far as im aware the dolmens do not run in a particular rotation, i think when they changed it to only have 1 active, they used the same rules as the harrowstorms, which means it randomly picks 1 dolmen that is not the one that was just completed to start
in normal zones its hardly noticeable because there are only 3 options, 1 being excluded as the "current" dolmen so its 50/50 to get the other dolmens
in cyro, there are 10 dolmens, excluding the "current" dolmen that is a 1 in 9 chance of getting the dolmen you actually need which is probably why you havent seen it trigger (a 1 in 9 chance is roughly 11% chance of getting a particular dolmen which is very poor)
these odds are almost twice as bad as western skyrim, which has 6 harrowstorms, excluding the "current" one that is 1 in 5 chance of getting what you need (20% chance)
i dont 100% know if that is what is going on here, but that is my guess since that is how harrowstorms function and it looks like the dolmens were changed to be similar to that, i also dont know if the dolmens would prioritize starting when there are people near one when the current one was completed
im on PC as well, but only play AD which is usually hard to get to bruma

a sort of similar situation to make an analogy would be fishing in a zone with 1 water type (coldharbour, clockwork city, imperial city), these zones have only 1 water type to get all 12 fish, this sounds good in theory not needing to find specific water types, but as you get down to the last 1-2 fish your missing, its more likely you get ones you DONT need
there is no way this could be bugged for "just you" since it appears in a non-private instance that has dozens of other players in it with you (very likely not ones doing dolmens but they still see the same map you do when your in the zone), which is why i think you are just getting incredibly unlucky with the spawn
i dont disagree that the single active dolmen setup is good for this zone, there are way too many dolmens there, there should be up to 1 active dolmen in each of the 3 faction regions of the zone
at least due to the account wide achievements you could be in the zone with any character and if it happened to pop then you would be able to complete it, but i think with the way its working its still going to be purely RNG if that 1 particular dolmen pops

I don’t know about whether the Bruma dolmen has a “discovered” pop up on screen the first time you approach, it has been a while since my last toon went there so I can’t confirm that.
I guess the best strategy might be to group up with at least three players, one at the wayshrine in/out of Cyrodiil, player two go to the current active dolmen and complete it and close it, the third goes directly to Bruma while player two is at the active wayshrine. Bruma should pop then.
Player one just stays at wayshrine to make sure other dolmens don’t pop and to communicate since these things can’t be seen from the map while traveling across Cyrodiil. It’s a just in case backup plan.
