Ultimate Not working

When trying to use an ultimate ability during a battle (in this case Ferocious Leap) that has a high frame rate usage you get messages saying that the "Target is out of Range" even when you are on top of that target that has been stun or immobilized. Based on the testing it not just against another player in Imp City, but also with the NPC's.
This is has been more present while this years event has been going on.
Has anyone else experienced this?
