Because the alternative to clipping is worse, like removing clipped objects entirely.
Meaning, being bald.

Check the small bones on the back of the chest piece, the third channel affects the colour on parts of them.

I'm more annoyed by the completely flat, low resolution necklace. PS2 games had better textures ngl.

The tassets are the bigger problem; not just their mere presence (as per all "hip flaps" in this game), but they are hovering off the hips by a huge distance.

In fairness, there are a great many outfits ruined for similar reasons. Its a product of an existing problem.

It's deliberate, the reach people do it to stop their hair being pulled in battles.

@emilyhyoyeon The hair clips in under the fur collar. So if you have shorter hair, or hair up in ponytail/braid it's not noticeable.

Almost all styles and costumes in this game has clipping. It surprises me people still get surprised over seeing it. The worst part is not the clipping but the awful hip flaps as usual. These are even floatier than normal.
