Ticket cap was never about selling tickets. It's about trying to get as much participation in events as possible.
If you can't save up a huge amount of tickets during the first 2-3 events of the year, and just buy the things you want during the rest of them, you'll actually have to participate in events throughout the year. The cap means you can't skip as many as you might have otherwise.
(star trek online ended up doing something similar with their events.The summer events used to have a generic currency that you earned for the Big Prize. Some people farmed the heck out of that currency on alts one year, then coasted through the next several, ignoring the event and just getting the big prize on the first day. So they switched the currency to only work during each year's specific event. It went from "Generic Pearl" to "2016 Pearl", etc. Of course, they also changed the prize to be account-wide; so you both couldn't, and didn't need to, farm up currency on multiple alts. So that was a plus.)

Yes, in a tiny popup with no sound indicators in the corner of your screen that's easy to miss if you're busy or distracted.
