Most of them are on a 1 year schedule, that is why it is important to usually check for these. We do track when they showed up on the Golden Vendor on the site.

Golden Vendor idea is good, if you need the set asap you still can go farm the dungeon, shouldn't take that long. Of course you will need the DLC to get it or ESO Plus.

I don't disagree that The Golden is a huge bonus (I dislike doing dungeons), but having played for years and getting "most" of my sets off The Golden, I can say that some (most) sets have never showed up. A good example of a rare one is Valkyn Skoria, it just showed recently for the first time in years, never seen Zaan's, although apparently it showed some years back and I missed it. A great many sets have never been on The Golden since I have been looking, which is why I am under the impression they have never been added to the rotation. One would think with 48-50 weeks a year for monster sets and watching for 4+ years, most would show at least once, but that is not the case at all.
